Yes, It’s possible to make bi-directional communications using a USB to UART cable. All you have do make sure to have same configuration at the both the ends.

To sum up, there are three types of level conversion chips, ttl to usb (cp2102), ttl to 232 (max232), and usb to 232 (ch340)
